In May 30, 2012, the China Blue Sea Economy Talent Recruitment Experimental Area was approved to start building in Rizhao City by the State Administration of Foreign Experts Affairs. This is the first state-level talent recruitment area approved by the State Administration of Foreign Experts Affairs. Rizhao is building the Blue Sea economy talent recruitment area centering on national strategy and the inosculating local Blue Sea industry. Rizhao is aggressively pushing forward the development of talent recruitment to serve the development of the Shandong Peninsular Blue Sea Economic Area. The Talent Recruitment Experimental Area will focus on the development of the Shandong Peninsular Blue Sea Economy, striving to create a wide, all-around, and multi-channel talent recruitment pattern and build the talent recruitment base by introducing international talents in a wider range and field, and on a higher level.The Talent Recruitment Experimental Area will be built into Talents Importation and Exchange Platform in the Shandong Peninsular Blue Sea Economic Zone. Focusing on the actual problems of the Shandong Peninsular Blue Sea Economic Zone and Rizhao City, the Talent Recruitment Experimental Area will experiment with innovative policies made by the country through independent exploring to provide a plan for a solution or reference for talent recruitment. The Talent Recruitment Experimental Area has three functions: firstly, experimentation. Through experimentation, it solves the root problems and provides intelligent support for the development of the city. Secondly, it functions as a source of innovation. The Talent Recruitment Experimental Area will apply the expertise gained in the experiments to cut the cost of reform and promote talent recruitment. Thirdly, it functions as a source of illumination. Through mutual study, we can improve the level of talent recruitment. The Talent Recruitment Experimental Area will implement key talent recruitment projects in six fields: the field of port construction and development, the field of the construction of Rizhao International Ocean City, the field of the construction of ocean technology and the Education Innovation Area, the field of advanced technology and new industries, the field of modern agricultural development, and the field of the Ocean Characteristic Economic Area

Rizhao Economic and Technological Development Area (REDA) is established in August 1991, with a planned area of 115.6 square km²and total population of 120,000. In 2010, it upgrade as national economic and technology development area. Many industries thrives in this area, including automobile and related automobile parts manufacturing, printing and package, and port industries like marine equipment manufacturing.
